Before registering a pesticide in Michigan, the product must be registered with the Environmental Protection Agency (EPA) under Section 3 of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This federal registration ensures that the product meets national standards for safety and efficacy. Once the pesticide is federally registered, it can then proceed to state registration with MDARD.
In Michigan, all pesticides—including those exempt from federal registration under FIFRA 25(b)—must be registered with MDARD. This includes general-use pesticides, restricted-use pesticides, and any adjuvants that enhance the effectiveness of pesticides.
Each product must have a current marketplace label submitted with the registration application. These labels are mandatory regardless of whether changes have been made to them during the past year. Labels can be submitted in hard copy, on a thumb drive, or electronically through the ALSTAR system if your company is subscribed.

If discontinuing a product, registrants must ensure no product remains in trade channels and indicate the discontinuation on the application form.
Although these products are exempt from federal registration, they still require state registration in Michigan.
Products with an EPA Experimental-Use Permit are exempt from state registration but must provide MDARD with participant information for inspection purposes.
