In Arizona, pesticide product registration is regulated by the Arizona Department of Agriculture (ADA) in conjunction with the Arizona Department of Environmental Quality (ADEQ). Adhering to both federal and state laws is essential for compliance and market entry.

Like many states, Arizona requires that most pesticides be registered with the Environmental Protection Agency (EPA) under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) before they can be registered at the state level. This ensures that the products meet safety and efficacy standards.
All pesticides sold or used in Arizona, including general-use and restricted-use products, must be registered with the ADA. This includes herbicides, fungicides, insecticides, rodenticides, and antimicrobials. Additionally, agricultural-use pesticides must be reviewed and approved by the ADEQ before the ADA processes the state registration.
The application for pesticide registration can be downloaded from the ADA’s website. This form must be completed and submitted along with the pesticide labels.
A current label must be submitted for each product. Any changes in the label for renewal must also be provided. Arizona does not require the submission of EPA-stamped labels but does expect the labels to be in line with EPA guidelines.
The fee for registering each pesticide product in Arizona is $100. This fee is divided between the ADEQ’s Water Quality Assurance Revolving Fund and the ADA's Pesticide Trust Fund.
Failure to renew the registration on time may result in additional late fees.
Certain products exempt under FIFRA 25(b) still require registration in Arizona, although the process is simplified.
Before submitting for state registration, agricultural-use pesticides must undergo a review by the ADEQ. There is no fee for this ADEQ review.
The ADA’s Pest Management Division (PMD) is responsible for enforcing compliance, which includes the regulation of pesticide use, storage, and disposal. They also handle consumer complaints and ensure that all registered products meet Arizona’s regulatory standards.
